About the Candidate

Steve Riggs represents 44,000 citizens of the 31st legislative district in southeastern Jefferson County. He began his service in 1991, and both his lawmaking experience and seniority enable him to make a big difference in legislative matters on behalf of Kentuckians. Riggs serves as the chairman of the important Local Government committee. This committee has jurisdiction over more than 400 cities and 120 counties in Kentucky. He is also the senior member of the Banking and Insurance Committee and serves on the Transportation Committee as well. Previously, Riggs served on the Military & Veterans Affairs committee for several terms.

Riggs, a Democrat, was first elected to office by championing reform and improvements to education in Kentucky. He strongly believes in community and public service and thinks it's important for everyone to serve in some way, in order to keep our democracy strong. Riggs served in 2015 as the Kentucky State Director in the Draft Joe Biden for President  organization.  Riggs has been serving in the U.S. Coast Guard Auxiliary for over 15 years and previously served as a Flotilla Commander.

Riggs' legislative accomplishments include improving and assisting law enforcement agencies, for which he has received numerous awards. His biggest and most personally rewarding award was from the Kentucky Chiefs of Police Association. A law Riggs championed was the first to require DNA testing of certain criminal suspects in Kentucky. Recently, Riggs helped pass legislation that provided for better protection for on-duty and off-duty police officers.

The Kentucky League of Cities gave Riggs their Legislator of the Year Award in 2008. This was earned by numerous pieces of legislation to improve the management, professionalism, and efficiency of local governments for which we all count on for a variety of services like police, fire, and EMS.


Riggs also concentrates on small business issues and concerns. He is always looking for ways to boost the prosperity of small business, jobs, and the economy in Kentucky. The National Federation of Independent Business (NFIB) known as the Guardian of Small Business awarded him an A with recognition of also having a 100% approval voting record in the 2012 session.

Riggs graduated from University of Kentucky in 1981 with a Bachelors degree in Business Administration. He is a co-partner of an insurance brokerage firm stationed in Louisville which specializes in commercial insurance. He has been married to Jenny, his wife and college sweetheart, for 26 years and has two children, Tyler 24, and Kelly 19. Jenny is an elementary school teacher in Jefferson County.
